사실 whether는 부사절(adc.)도 되고 명사절(nc.)도 됩니다.
이는 보통 whether의 위치로 판단합니다.

아래 1, 2번 예문처럼 동사나 전치사 뒤에 whether가 나오면 보통 명사절입니다.

1. We have to determine whether we will accept the proposal. (동사 뒤)

2. We are undecided about whether we will accept the proposal. (전치사 뒤)

한편, whether는 아래 3, 4번 예문처럼 부사절 역할도 하는데 이 땐 보통 문장 맨 앞, 문장 맨 뒤에 오는 경우가 많습니다. (or not은 대체로 생략하지 않습니다.)

3. Whether it is opened or unopened, you can return the defective product. (문두)
4. You can return the defective product whether it is opened or unopened. (문미)

사실 아래 5-2번 예문처럼 whether가 be 동사 뒤 명사절(~인지 아닌지)로 들어갈 수는 있습니다. 그러면 be 동사 뒤 보어 역할로 해석상 주어와 동격 관계여야 하는데 이 문장에서는 그렇지 않습니다. 그래서 정답은 더 자연스런 해석인 5-1번 예문 명사절 that(~것)이 됩니다.

5-1. The manager’s concern is that several employees in her division
have called in sick this morning.
매니저의 걱정은 여러 직원들이 오늘 아침에 병결을 알렸다는 것이다. (O)

5-2. The manager’s concern is whether several employees in her division
have called in sick this morning.

매니저의 걱정은 여러 직원들이 오늘 아침에 병결을 알렸는지 안 알렸는지 이다. (X)
